the obama administration, obama during the campaign has been open about his desire to try to engage iran bilaterally. it is often portrayed as a last ditch effort at diplomacy before you have to resort to other options. with a bilateral negotiation, were that to ever come about, give the u.s. an opportunity to engage on human rights issues? the general policy has been the u.s. wants to keep it limited to large control but is that proper or would there be an opportunity, a window for the u.s. to engage with iran on these issues? >> there has always been a conceptual dispute. there is a group that suggests that the agenda should be kept narrow because otherwise, it gives the iranians the opportunity to divert and talk about afghanistan or by iran or syria. they say the agenda has to remain narrow as a means of focusing issue on our principal concern which is proliferation. the second school of thought suggests if the agenda is broader, perhaps you can have agreements on other issues that would mitigate the agreements on the nuclear issue. that particular concept has never been resolved. wh

he knows president obama won the race. but the people he represents in the republican conference, they won and their platform was lowering taxes. he's got to persuade people who just a month ago said they wouldn't raise taxes to vote to raise taxes. that's a tough order. and then secondly, he's uping the ante on medicare by essentially going back to the ryan-style proposal of benefit cuts. and then third, the president wants to have the debt ceiling resolved or at least temporarily resolved as part of any agreement and the republicans and mr. boehner want to agree to that. so it argues that it may be much easier for mr. boehner to have a vote on the taxes come up in the first week of january than the republicans are voting to lower taxes because the state of the law will be at the clinton rates so then they don't have to deal with the norquist pledge. it's not the way we should do it but it's the way it will get done. host: a report says republicans have a fallback plan. if the two sides can't come to an agreement, possibl

would that destroy president obama's green energy plan? i don't think so. what if food stamps instead of going up 136% just went up 130% instead. can you really say that that is an attack on folks who are getting food stamps? or can you say that when the american people increase food nutrition spending by 130%, we are actually making a pretty good faith effort to make sure folks are taken care of? mr. speaker, we see it time and time again. 30%, 40%, 50%, 59%, 46%, 62%. we are not talking about destroying federal government programs. we are talking about curbing double-digit increases that have gone on over the past 10 years. triple digit increases in so many cases. that brings us to this balanced approach we keep hearing about, mr. speaker. i hear the president say balanced approach over an over again. i just have not seen him yet do balanced approach. we saw his proposals, it came out yesterday. he wanted to raise taxes by $1.6 trillion. he wanted to increase spending on a variety of programs. he thought he could find $400 billion in reduction. not today,
